Banding Together – Rural, Regional and Metropolitan Councils Unite Against Allan Government’s Controversial Emergency Services Levy

Victorian councillors have united in a powerful stand against the Allan Government’s 3 billion-dollar Emergency Services Tax.

In a rare show of solidarity, 79 rural, regional, and metropolitan councils have signed a joint letter to Premier Jacinta Allan, demanding an urgent meeting to discuss what they describe as an unfair financial burden on local communities.

Councillors from across Victoria have joined forces to escalate their fight against the State Government’s controversial Emergency Services Levy (ESL) — a tax they are tasked with collecting on behalf of the government, raising billions of dollars each year. Many are now warning they may “pull the pin” unless the steps are taken to address growing concerns.

Local governments argue that they’ve been unfairly saddled with the administrative costs of collecting the levy, adding further strain on ratepayers already grappling with rising living costs.

Community concerns are falling on deaf ears — “we’ve been ghosted,” one council representative said, echoing the frustration of many local leaders.

Despite mounting pressure, the Allan Government has refused to engage, ignoring repeated calls for transparency and genuine consultation. Councils have now signalled that they are considering refusing to collect the tax unless meaningful discussions take place.

This unprecedented show of unity marks a turning point in the fight for fairness, transparency, and accountability in how Victoria funds its emergency services.
